CAPTION: Five-year Local Option Tax for General Operations
QUESTION: Shall City impose $1.5085 per $1000 of assessed value for general operations for five years beginning 2010-2011? This measure may cause property taxes to increase more than three percent.
SUMMARY: The City of Detroit seeks additional tax revenue to increase the dollar amount of the annual General Fund transfer to the Street Fund to better support street maintenance, snow removal, and pedestrian walkways on selected downtown streets. Additionally, the City is seeking funds for partial support of matching funds for grants, police coverage for specific summer weekends, planning and engineering, and other improvements that are not otherwise within the City's regular budget. The proposed rate of $1.5085 would generate approximately $50,000 in 2010-2011, $51,500 in 2011-2012, $53,045 in 2012-2013, $53,636 in 2013-2014, and $55,245 in 2014-2015 for a total of $263,426. This tax would apply to all property owners within the City of Detroit.
24-290 City of Stayton CAPTION: MEASURE ADOPTING A REVISED CHARTER FOR THE CITY OF STAYTON QUESTION: Shall the proposed 2010 City of Stayton Charter be adopted? SUMMARY: If this measure is adopted, it would provide a new Charter for the City of Stayton. A charter is the fundamental document governing how a city government operates. It is comparable to a constitution. This Charter proposes replacement of the Stayton Charter of 1993 with the 2010 City of Stayton Charter. Many of the provisions contained in the 1993 Charter have either become outdated or are covered by state law. The proposed new Charter would retain many of the same basic provisions as the current Charter, such as the number of council members and the term of office of the mayor and councilors. The proposed Charter would use simplified language with the intention of making the Charter more understandable and easy to use. The proposed Charter would require that annexations over one acre not required by state law must be approved by city voters before the annexations take effect. If approved, the new Charter would take effect January 1, 2010. The Charter may be amended only by a vote of the people.
24-291 City of TurnerCAPTION: Advisory Measure to retain or repeal the Police Services FeeQUESTION: Are you in favor of retaining the Police Services Fee which helps to fund Turner's three full-time Officer Police Department?SUMMARY: The funding sources which support Police services have seen large reductions over the past year. This, combined with rising costs in personnel and operations, led the City Council to consider the following options to balance the budget: reduce Police Department staffing to two; contract with Marion County for police services; or enact a Police Services Fee. On June 11, 2009 after mailings and public meetings, the City Council chose to enact an $8/month Police Services Fee. Without the fee, the City would see a $60,000 yearly deficit. Continuing such deficit spending will lead to reductions in Police staff and coverage.
