UNDERSTANDING MARION COUNTY’S 2002 PRECINCT DESIGNATIONS

Utilizing information from the Census of 2000, precinct designations have been changed. As a result of legislation, counties are allowed to create precincts with up to 5,000 registered voter population. Marion County has also opted to combine some precincts into larger units. The net effect of these changes is to reduce the number of precincts from 161 to 125.
Additionally, Marion County adopted a revised numbering system, designed to make it easier for users to readily identify the geographic and political characteristics of individual precincts. The following explains the rationale behind the number assignments.
1. All precincts are numbered at 300 or higher. This is to avoid any confusion with precincts as they existed before redistricting.
2. All cities, (except Salem, Keizer and Woodburn) are now single precincts. Designation for all city precincts (except Salem and Keizer) end in the numeral “5". For example, the city of Stayton is designated as precinct 655, the city of Jefferson is 725, the city of Hubbard is 535 and Woodburn’s precincts are 815, 825, 835, 845, 855 and 865.
3. The three cities with multiple precincts (Salem, Keizer and Woodburn) each are assigned a specific number range. For example, all Salem precincts are in the 300 range; all Keizer precincts are in the 400 range and all Woodburn precincts are in the 800 range.
4. Salem and Woodburn, which elect councilors by ward, have designations which identify which ward the precinct is in. This is contained in the middle digit of the three number precinct identifier. Salem’s seven wards in Marion County are numbered as follows:
Ward 1 310-316 - The “1" as a middle digit identifies the seven precincts in Ward 1.
Ward 2 301-329 - The “0" and the “2" as a middle digit indentifies the fourteen precincts
in Ward 2. (Note: since there are more than ten precincts in Ward 2,
two different middle digits are needed.)
Ward 3 330-336 - The “3" as a middle digit identifies the seven precincts in Ward 3.
Ward 4 340-346 - The “4" as a middle digit identifies the seven precincts in Ward 4.
Ward 5 350-355 - The “5" as a middle digit identifies the six precincts in Ward 5.
Ward 6 360-363 - The “6" as a middle digit identifies the four precincts in Ward 6.
Ward 7 370-374 - The “7" as a middle digit identifies the five precincts in Ward 7.
Ward 8 is West Salem and is located in Polk County.
Woodburn’s six wards are each a single precinct and numbered as follows:
Ward 1 815 - The “1" as the middle digit identifies the precinct as being in Ward 1.
Ward 2 825 - The “2" as the middle digit identifies the precinct as being in Ward 2.
Ward 3 835 - The “3" as the middle digit identifies the precinct as being in Ward 3.
Ward 4 845 - The “4" as the middle digit identifies the precinct as being in Ward 4.
Ward 5 855 - The “5" as the middle digit identifies the precinct as being in Ward 5.
Ward 6 865 - The “6" as the middle digit identifies the precinct as being in Ward 6.
5. The county has been divided into geographic areas, for the purpose of numbering precincts, each area with its own numeric series as follows:
City of Salem 300 range
City of Keizer 400 range
North County 500 range
East County 600 range
South County 700 range
City of Woodburn 800 range
