Measure 11 is a ballot measure passed by the voters that became law April 1, 1995. It is also known as "One Strike You're Out."ORS137.707 Adult prosecution of 15, 16, or 17 year old offenders: mandatory minimum sentences.If a youth is 15, 16 or 17 and commits and is charged with any of the crimes identified as Measure 11, they will be prosecuted as an adult in criminal court.ORS 137.705: A person charged with a crime under ORS 137.707 who is 16 or 17 years of age shall be detained in custody in a jail or other place where adults are detained subject to release on the same terms and conditions as for adults.
