Marion County Parks Commission Strategic Planning

January 11, 2000

PRESENT: John Brandt, Ed Cavaille, Bob Hansen, Roy Hari, Cindy Jones, Orville Rice, Dwayne Stevenson

MINUTES: Denise Clark

I. PARK ACTIVITIES UPDATE

Orville Rice presented an activities update, including bringing playground equipment up to ADA standards, replacing toilets and picnic tables with concrete replacements, volunteer efforts.
Oregon National Guard placed boulders donated by Oregon Gardens in parks replacing creosote parking barriers.
For coming year's projects: Construct Stairway at Bear Creek Park to access lower level water. Reconstruction of trails at Minto Park.

II. BUDGET

Bob reviewed the current budget. No general fund money available. SDC's brought in over $30,000. SDC's come from people who live in rural areas, paying when they make a building improvement.

III. STRATEGIC PLAN REVISION

"Friends of Bonesteele" participating in weekend events, removing non-native species, staking planting sites. Next event in February.
Volunteer discussion
MC corrections crew does good work. Americorp is environmentally sensitive. Master Gardeners have hours to volunteer in order to get their certification.
A volunteer coordinator is needed
Involve Good Samaritans if campgrounds become established
County Fair presence
Receiving donation information from other state and county park organizations.
Labish
Goals-- flood control, park, environmental lab, water quality
Al White, Oregon Watershed is well informed about mtg.
Vandalism
St. Louis Fish Ponds-- Changed zoning from EFU to Public Use to install camp hosts to keep vandalism down and to exist as an information source. (Fish and wildlife sponsored this)
Would like to see the same process happen at Spongs.
Suggested having a McNary graduation party out at Spongs to help reduce vandalism.

Elkhorn Golf Course- survey golfers and their use of the canyon parks.

Master plan approved as proposed (See attached)

IV. Bonesteele Park

Plant list now on website
Research projects-- WU students
Fescue and Forbs flower-Wilbur Bluhm has identified sites to collect from, also a seed source in Washington (Frosty Hollow). Oregon State University woman gathering seed for us. Hope to have in by 2004.
Sign saying "No Domestic Pets" posted (other than service animals).

V. County-wide Site Acquisition Plan

Ed Hilliard (architectural consultant) came up with a plan of top 5 or 6 sites that we should focus on among those are Wiseman Island, Labish, Stout Mtn.

VI. Willamette Basin Ecological Restoration Group

Purpose-- interested parties getting together as a support group, discusses restoration strategies.
Handout of goals/objectives and strategies

VII. Presented new Marion County Parks color brochure developed the summer of 1999.

VIII. Watched new parks video (completed summer of 1999).

Next board meeting-- July 2000
Will have BLM give an overview of what is required to put campgrounds in the canyon parks. Meet in one of the canyon parks such as Bear Creek. Have a guided tour of Elkhorn and Shady Cove. Address landuse designation requirements and costs of facilities.
