Brooks Community Sewer District was formed in 1989 by a vote of the people to provide sewer service to residents in the Brooks community, northeast of Salem. Funding for construction was provided by a grant with the Environmental Protection Agency and a loan from DEQ. BCSD has a STEP system that became operational in late 1991. This system consists of tanks on each property that are pumped to lagoons for treatment. Lagoons are located behind the mass burn plant on Brooklake Road. Billing is done through Marion County Fiscal Services for approximately 189 residential, commercial, and industrial accounts. User fee charges are currently $27.00 per Equivalent Dwelling Unit (EDU equates to 135 gpd average flow). There are 131 residential and 58 commercial/industrial accounts. The district collects delinquent accounts.
