Concealed Handgun License

To obtain a concealed handgun license from the Marion County Sheriff's Office, you must:

Be able to demonstrate competence with a handgun by showing a certificate or written statement that you have been trained by:

A handgun safety course utilizing either police instructors or those certified by the NRA, including courses provided for security guards, reserve police officers, law enforcement officers, military service and organized shooting competition; or

A hunter education safety course approved by the State Department of Fish and Wildlife; or

You hold a previous Oregon license to carry a concealed handgun.

Be a citizen of the United States of America. If you were not born a citizen of the United States, you must provide proof of citizenship, i.e., a U.S. Passport, Certification of Naturalization, or, if you were born on a military base, a Birth Certificate. If you are a legal resident alien, you must document continuous residency in Marion County for at least six months and declare in writing to the Immigration and Naturalization Service your intention to become a citizen and provide such proof of the written declaration to the Sheriff at the time of application for a concealed handgun license;

Have your principal residence in Marion County;

Have your current address on your driver's license;

Be at least 21 years of age;

Have been discharged from the jurisdiction of a juvenile court for more than four years if you were under their jurisdiction for committing an act which, if committed by an adult, would have constituted a felony or a misdemeanor.

You must NOT:

Have any outstanding warrants for your arrest.

Be on any form of pretrial release.

Have been convicted of or found guilty of a felony, except for insanity as provided by ORS 161.295.

Have been convicted of or found guilty of a misdemeanor, except for insanity as provided by ORS 161.295, within the previous four years.

Have been committed to the mental health division under ORS 426.130.

Have been found mentally ill under ORS 426.130 and prohibited from purchasing or possessing a firearm as a result of that mental illness.

Have a history that shows confrontation with others, including family or neighbors.

Have a history of conflict with police officers.

Have any offenses involving firearms.

Have been dishonorably discharged from the military.

Have any documented problems involving alcohol.

Have any documented problems involving drugs.

Have ever renounced your U.S. citizenship.

Application materials for a concealed handgun license will not be mailed, but may be obtained at:

The online application packet contains an application form and instructions. Complete the packet material, schedule an appointment by calling (503) 588-5094, and bring the completed materials with you to your appointment.

NOTE: Although the application form is offered, the fingerprint card, however, is not online and must either be picked up and completed prior to your appointment or you must allocate sufficient time on the day of your appointment to complete the information on the fingerprint card.

Fees
You must bring your fees to the appointment:
$50.00 (check, cash or money order) to the Marion County Sheriff's Office AND
$15.00 (check or money order ONLY) to the Oregon State Police
Total Cost: $65

While the Sheriff's Office will accept cash for their fees, the State Police will accept ONLY a check or money order. Checks or money orders are encouraged as the Sheriff's Office does not always have change available. FEES ARE NON-REFUNDABLE AND COVER PROCESSING COSTS ACCORDING TO OREGON LAW. Also, bring a self-addressed, stamped envelope with you for our use in mailing your license to you. If your application is not complete and correct you may be required to reschedule your appointment.

APPOINTMENT

You MUST HAVE AN APPOINTMENT to be fingerprinted and photographed. The Sheriff's Office has implemented a new procedure for county citizens renewing or applying for new Concealed Handgun Licenses. Due to the number of Marion County citizens with CHLs and overwhelming workload issues, the Sheriff's Office has instituted an appointment system. Citizens of Marion County should call the Sheriff's Office (503) 588-5094 at least six (6) weeks prior to license expiration to make an appointment. The cost of $50.00 for a four (4) year license has not changed. Except for new applicants who require fingerprinting, most appointments require less than 15 minutes to complete.

SUMMARY

For NEW APPLICANTS. Schedule your appointment by calling (503) 588-5094. At time of your appointment bring:

Completed application (both pages).

Two pieces of identification with your signature (one must have a picture and signature, i.e., a driver's license).

Proof of HANDGUN training.

Correct fees (if cash, bring exact amount as we do not always have change. State Police will NOT accept cash.)

Stamped, self-addressed envelope in which to mail your License. Your License will be mailed after we receive notice from the Oregon State Police that they have processed your fingerprint card.

For RENEWALS. Schedule your appointment by calling (503) 588-5094. At the time of your appointment bring:

Your Oregon Driver's License, showing your current Marion County address.

Your current/expired Concealed Handgun License.

$50 in the form of cash, check or money order to renew your license for four years, or $15 for an address or name change.

We will update your information and perform a background check. If you qualify for renewal, we usually will print and issue you a new Concealed Handgun License at the end of the appointment.

For ADDRESS or NAME CHANGES. Schedule your appointment by calling (503) 588-5094. At the time of your appointment bring:

Your Oregon Driver's License, showing your current Marion County address.

Your current/expired Concealed Handgun License.

Proof of your address change, i.e., a driver's license with your new address and/or a piece of mail verifying that you live at this new address.

Proof of your name change, i.e., a marriage certificate or court document.

$15 in the form of cash, check or money order or $50 if your current license is about to expire and you wish to renew your license for another four years.

We will update your information and perform a background check. If you qualify, we usually will print and issue you a new replacement Concealed Handgun License at the end of the appointment.

For TRANSFERS. Schedule your appointment by calling (503) 588-5094. At the time of your appointment bring:

Your Oregon Driver's License, showing your current Marion County address.

Your current/expired Concealed Handgun License from another Oregon county.

$15 in the form of cash, check or money order to transfer your license to Marion County or $50 if your current license is about to expire and you wish to renew your license for another four years.

We will update your information and perform a background check. If you qualify for renewal, we will print and issue you a new Concealed Handgun License at the end of the appointment.

$15.00 fingerprint fee for Oregon State Police - check or money order only, made payable to OSP.

********** CAUTION **********

Possession of a CONCEALED HANDGUN LICENSE DOES NOT AUTHORIZE you to carry a firearm in any FEDERAL BUILDING, in certain areas on AIRPORT PROPERTY, or in ANY COURTHOUSE where the presiding judge has posted notice of such prohibition. If you are apprehended with a handgun on these premises, your concealed handgun license will be SEIZED AND RETURNED TO THE SHERIFF and your license may be revoked.

Also, possession of a concealed handgun without having a valid, current Concealed Handgun License with your current address on your person may result in your Concealed Handgun License being SEIZED and REVOKED. Always carry your CHL with you when in possession of a concealed handgun and make an appointment to have your card updated in the event you move to a new address or change your name.
