Senate Bill 111 Planning AuthorityDeadly Physical Force Plan
Senate Bill 111 requires the creation of local, comprehensive protocols to address the use of deadly physical force by Law Enforcement during the performance of their duties. Marion County has previously developed and continues to promote an effective and comprehensive approach to these extremely important circumstances. Pursuant to SB111, we are directed to establish a Planning Authority and develop a plan that meets specific criteria outlined in the law. These elements include: training policies, deadly force policies, mental health benefits, light duty requirements, outside investigation, District Attorney discretion policy and data collection.As required by law, Sheriff and District Attorney Walt Beglau are designated as co-chairs of the Planning Authority for Marion County. Our goal is to develop a plan that works for Marion County, to fulfull the requirements of the law, and to serve the expectations of the citizens of Marion County. A PUBLIC HEARING was held on March 11, 2008 at 5:15 p.m. in the Senator Hearing Room, at Courthouse Square 555 Court St. NE, Salem, OR 97301, to discuss the draft plan. A final draft was sent to each each City Council within Marion County for formal approval. We received at least two-thirds approval by the City Councils (as required by SB111), and submitted the plan to the Attorney General for final approval.
