About Community and Provider Services (CAPS)
Community and Provider Services (CAPS) is a system designed to support Oregon Health Plan (OHP) members in receiving services and support. One of the primary responsibilities of CAPS is to provide administrative oversight to our eight (8) agencies who accept OHP for outpatient mental health services. The group of these agencies is called the Integrated Delivery System (IDS).

Consumer Care Partnerships
Consumer Care Partnerships (CCP) is a nationally recognized Marion County peer support program designed to provide peer-based outreach and support for people struggling with mainstream treatment modalities, recurrent crises and social isolation. The CCP program was designed to help consumers surmount barriers to hope and recovery and build meaningful connections to their communities by assisting them with creating community based support teams.
The goal of each team is to focus on the strengths of the individual and strive to nurture them through personal support, decreased isolation, increased involvement in desired activities, mentoring and just plain fun.
All Oregon Health Plan (OHP) Members are eligible to request CCP services. Each Individual requesting support will be match with trained facilitators who will work with them for up to a year. CCP Facilitators assist Members with:
- Creating his/her own unique support team.
- Organizing and facilitating team meetings.
- Identifying strengths, needs and goals.
- Facilitate the team in development and implementation of an action plan to reach identified needs and goals.
- Community participation and connection.
Request for CCP services may be made directly by an IDS agency and/or clinician by completing and returning the Consumer Care Partnership Request Form. Agencies may assist the member with a direct request by offering to place a call or facilitate a meeting with a program representative. If you would like the request form, you may download it

Local Alcohol and Drug Planning Committee (LADPC)
The Local Alcohol and Drug Planning Committee (LADPC) is authorized under state statute to provide systems recommendations to the Marion County Board of Commissioners and Health Department on issues related to substance abuse and addiction and local treatment services. It is also responsible for community education and advocacy on alcohol and drug-related issues and for coordinating the efforts of other groups focused on these areas.
The committee is comprised of 11 members that represent the community, consumers of treatment services, community partners, law enforcement/ corrections and treatment providers. The Health Department Administrator and the Community and Provider Services (CAPS) Program Supervisor also attend the committee. The Chemical Dependency (CD) Member Services Coordinator is assigned to the committee to assist with scheduling and planning.

Systems Management Group (SMG)
The Systems Management Group is composed of the Alcohol and Drug Program Directors that are approved panel treatment providers for Oregon Health Plan (OHP) members covered under the Marion/Polk Community Health Plan (MPCHP). We also have a consumer representative member, a member from the Mid-Valley Independent Physicians Association (MVIPA), the Mid-Valley Behavioral Care Network (MVBCN) and two members from Marion County Community and Provider Services (CAPS). The charge of this group is to manage utilization of outpatient chemical dependency funds and to work on quality improvement initiatives that have been identified as systems priorities.
The group meets the second Monday of every month.
