CONSENT
BOARD OF COMMISSIONERS
1. Approve an order appointing Troy Gregg as the Marion County Health and Human Services (MCHHS) Administrator to include various titles and roles as outlined in the board order effective August 12, 2026.
BUSINESS SERVICES
2. Approve an Invoice with Brown and Brown Insurance Services, Inc. in the amount of $1,002,331.14 for the renewal of a Property Insurance Policy with National Fire and Marine Insurance Company retroactive to July 1, 2026, through July 1, 2027.
COMMUNITY AND ECONOMIC DEVELOPMENT
3. Approve an order delegating authority to the Marion County Board of Commissioners (BOC) Chair, the BOC Vice-Chair, or the Chief Administrative Officer (CAO) to execute and authorize payments under the Marion County Home Buyer Assistance (HBA) Program in the not-to-exceed amount of $125,000 for each application, retroactive to July 1, 2026, through June 30, 2027.
HEALTH AND HUMAN SERVICES
4. Approve orders appointing Nai Saechao as the primary Intergovernmental Agreement (IGA) manager, and Ricarda Hargrove as the backup IGA manager, authorized to accept Service Element Prior Authorizations (SEPAs) in the Express Payment and Reporting System (eXPRS) for the Intellectual and Developmental Disabilities (IDD) program effective August 12, 2026.
PUBLIC WORKS
5. Approve the Supplemental Project Agreement between the Oregon Department of Transportation (ODOT), Marion County, and Polk County, in the amount of $3,828,500, of which an estimated $3,435,313.05 will utilize federal funding, an estimated $393,186.95 will utilize Polk County funding, and zero funds will be provided by Marion County, to deliver the Helmick Road: Luckiamute River Bridge Rehabilitation Project on behalf of Polk County through December 31, 2032.
PUBLIC WORKS
6. Approve the Engineering and Related Services Contract with David Evans and Associates, Inc. in the amount of $399,569.24 to provide land surveying and engineering services for the design of a mitigation plan and robust geotechnical solution for a slow-moving landslide that is occurring at North Fork Park through March 31, 2029.
