ASSESSOR'S OFFICE
1. Approve a Sole Source Determination to enter into a three-year contract with Eagleview, dba, Pictometry International Corporation to provide aerial imagery services for Geographic Information System (GIS) imagery data.

2. Approve the Tourism Grant Agreement with the North Marion Tourism Collaborative to provide $150,000 in Oregon Lottery funds for the implementation of the North Marion Marketing Plan to support tourism-related efforts in the northern region of Marion County with an agreement term date retroactive to July 1, 2026, through June 30, 2029.

3. Approve the Tourism Grant Agreement with Travel Salem to provide $300,000 in Oregon Lottery funds to support tourism-related efforts in Marion County with an agreement term date retroactive to July 1, 2026, through June 30, 2029.

4. Approve Amendment #3 to the Intergovernmental Agreement (IGA) with the Mid-Willamette Valley Council of Governments (MWVCOG) to add federal Community Development Block Grant (CDGB) funding in the amount of $245,143 for a new not-to-exceed IGA total of $2,417,967 to help support the Homeowner Residential Rehabilitation Program for low-to-moderate income residents and extend the IGA term date to August 1, 2028.

5. Approve the Subrecipient Agreement with the City of Woodburn to provide federal Community Development Block Grant (CDGB) funding in the not-to-exceed amount of $250,000 to help support the purchase of commercial kitchen fixtures and community event facility fixtures for the recently reconstructed community center with an agreement term date retroactive to July 1, 2026, through June 30, 2028.

6. Approve Amendment #3 to the Contract for Services with DevNW to add federal Home Investment Partnerships Program (HOME) Grant funding in the amount of $57,500 to the Home Buyer Assistance (HBA) Program for a new contract total of $200,000 to help support services that provide down payment assistance to low-to-moderate income residents in Marion County and extend the contracts ending term date to December 31, 2027.
DISTRICT ATTORNEY'S OFFICE
7. Approve Amendment #1 to the incoming funds 2025-2026 Victims Of Crime Act (VOCA) and Criminal Fines Account (CFA) Non-Competitive Grant Agreement with the Oregon Department of Justice, Crime Victim and Survivor Services Division, to add $631,810.01 for a new agreement total of $1,263,619.62 and extend the agreement term date to September 30, 2027, to support the provision of direct victim services for victims of crime.
HUMAN RESOURCES
8. Approve the ratification of the Marion County Oregon Nurses Association (ONA) Collective Bargaining Agreement (CBA), effective July 1, 2026, through June 30, 2028, with the estimated additional cost of this agreement being $259,881 for the duration of the contract.

9. Approve Amendment #2 to the Service Agreement with Absorb Software North America, LLC, to add $57,160.47 for a new agreement total of $167,741.94 and extend the agreement term date to November 30, 2027, for the licensing, maintenance, and support of an enterprise Learning Management System (LMS).

10. Approve Amendment #3 to the Purchase Order with Carson Oil Company to add $1,700,000 for a new PO total of $8,200,000 and extend the PO term date to December 31, 2027, for the purchase of bulk fuel for Marion County's light duty vehicle fleet and heavy equipment fleet that supports operations across multiple county departments.

11. Approve the Tower Space Lease Agreement with Polk County in the estimated amount of $171,488 for the lease of tower space on Polk County's communications tower, located on Eagle Crest Drive, for the Marion County Radio Project that will be utilized by first responders, with an agreement term date retroactive to October 1, 2026, through December 31, 2033.
SHERIFF'S OFFICE
12. Approve Amendment #6 to the Purchase Order (PO) with Oxford House, Inc., to add $40,000 due to an increase in Law Enforcement Assisted Diversion (LEAD) and community corrections client placements across all Oxford House facilities, for a new PO total of $222,400, with no change to the ending term date of June 30, 2027.
