Summary of Services
Our Young Adult Rental Assistance Program (YRAP) serves individuals ages 17-26 years of age who are diagnosed with Serious and Persistent Mental Illness (SPMI) and who are:
- Homeless or at risk of becoming homeless
- Transitioning from the Oregon State Hospital
- Transitioning from a licensed residential setting
- At risk of reentering a licensed residential or hospital setting if unable to access supportive housing
To
qualify for YRAP, individuals must have completed a mental health assessment
within the past 12 months and must be stepping down from a higher level of
care, be at serious risk of losing their housing, or meet the definition of “homeless.”
YRAP applicants must qualify and be enrolled in the program prior to their 26th
birthday.
Our Housing Specialist and Peer Support Specialist assist by linking program participants to supports that will help ensure successful independent living. They also provide support by coordinating:

- Locating available rental units
- Submitting rental applications
- Assisting with rent payments
- Case management and peer support
- Monthly support meetings
- Independent living skills training in the following areas:
- Money management and budgeting
- Cooking
- Shopping
- Transportation
- Medication management
- Symptom management
- Social activities
To ensure success, RAP participants are asked to meet the following program expectations:
- Applicants cannot be receiving any type of tenant-based rental subsidies (i.e., HUD)
- Monthly rent of any unit must not exceed the local HUD Fair Market Rent
- Participants must pay a percentage of their monthly income (30%) toward housing expenses (i.e., rent, utilities, etc.). The rental assistance program will pay the balance.
