Overview of Forms and Required Materials for Submitting Information
Submitting information for the voters' pamphlet is entirely voluntary for a candidate, and as such must be submitted by the candidate in order to have that information included in the pamphlet.
Measures and Explanatory statements will be included in the pamphlet and no, and constituents may submit arguments in support or in opposition of the measure for a fee. For any information to be submitted to Marion County, a submitter must use one of the five Marion County Voters Pamphlet forms, or MCVP forms. The following instructions will describe the associated forms and the required information and materials to be submitted with each form in order to have it accepted and included in the Marion County Voters Pamphlet.
Participation in the Marion County Voters' Pamphlet is entirely up to the Candidate or campaign committee. Only information submitted and paid for by candidates or committees will be published. The purpose of the Marion County Voters' Pamphlet is to provide information to our voters. All materials submitted for filing are public record as defined in ORS Chapter 192.
MCVP-01 – Candidate Statement Form
The Candidate Statement Form is the primary form used for submitting candidate information to the Marion County Clerk's office. The form itself contains spaces for a candidate to record the required information. All sections on this form must be filled out in order for it to be accepted. Submitters may also include a separate optional statement, which may include a statement or further information about themselves. The word count maximum for the required and optional information combined is 325 words.
MCVP-02 – Statement of Endorcement
If a submitter wishes to include a statement from or the name of an endorser, this form must be filled out and signed by the endorser. If not included, then the endorsement may not be included in the statement.
MCVP-03 – Measure Argument
Any person may submit a statement supporting or opposing a measure to be included in the voters' pamphlet. This form is used to provide the necessary information about the statement, submitter and furnisher (which may be different than the submitter). A separate document must be included with the submission containing the actual argument. The maximum word count for an argument is 325 words.
MCVP-04 – Measure Argument Signature Petition Sheet
If a submitter wishes to avoid the fee for a measure argument, then they may instead have enough signers within the district the measure is in sign a petition to have the argument included. This form is used to collect signatures for that petition. This petition must be authorized with the county clerk's office first before circulation. The number of required signers depends on the district. If the petition garners enough signatures, then an argument may be included in the county voters pamphlet without fee.
MCVP-05 – Explanatory Statement
When a district submits their final ballot tile using the state SEL 801, 802, or 803 form, then they may also submit an explanatory statement using the MCVP-05 form. The maximum word count for the explanatory statement is 500 words, and allows for districts to provide additional information about their measure. There is no additional cost to providing an explanatory statement and it is required.
Reminder, multiple counties furnish their own voters pamphlet or local voting information. If a candidate a measure is part of multiple counties, a furnisher may need to file with multiple counties using their specific voters pamphlet forms. The clerk's office will typically only accept current county voters pamphlet forms.
Providing a Candidate Statement
Before filing a statement to be included in the Marion County voters' pamphlet a candidate must first have filed for candidacy with their respective filing officer, whether that be with the county or the city. Statements cannot be accepted before candidacy has been filed. This means that if a candidate is filing by petition, then their petition must be completed, verified, and accepted.
Required Information
Once candidacy has been filed then a statement may also be filed. To file a statement, a candidate must use the MVCP-01 form and fill out all the required information. All sections on the MVCP-01 make up the required information, so all the questions on the form must be completed in order for the form to be accepted. Below are the required section

| "Original" and "Amended" statement checkmarks | These notate whether the statement is the original submission or an amended version. If any change is made after submission, then the amended check box must be marked. |
| Name of Candidate | This is the name of the candidate filing and must match how the candidate is having their name appear on this ballot, as they had notated on their candidate filing. |
| Jurisdiction and Position title | This is the name of the county, city, or district and the position for which the candidate is running for. |
| "This information furnished by" | This must be the name of the candidate, or the name of the person or group preparing this information to be submitted |
| Contact information | A telephone number and email must be provided for contact. |
| Signature | The candidate or the agent/group on behalf of the candidate must sign and date the form agreeing to the statement listed on the form. If an agent is submitting instead of a candidate, they must provide their name and a phone number if different from the candidates. The statement must be physically signed or a digital facsimile of a written signature must be provided. Fully digital signatures cannot be accepted. |
| Candidate Name | This must be the name of the candidate as it will appear on the ballot, matching their candidacy filing. |
| Occupation | This section is for current occupation of the candidate. If there are multiple occupations, then semicolons must be used to separate them. If there is none or the candidate does not wish to list any, then the candidate may put None or N/A. |
| Occupational Background | This section is for previous occupations of the candidate. If there are multiple, then semicolons must be used to separate them. If there is none or the candidate does not wish to list any, then the candidate may put None or N/A. |
| Educational Background | This section is for any educational achievements that the candidate wishes to list. Please provide them in the format listed on the form, with the name of the school, the study, and the degree type (PhD, Masters, Bachelors, Associates, etc). If there is none or the candidate does not wish to list any, then the candidate may put None or N/A. |
| Prior Governmental Experience | This section is for any prior governmental experience to elected or appointed positions. This is not the same as administrative governmental positions, which should be listed in the occupation or occupational background sections. If there are multiple, then semicolons must be used to separate them. If there is none or the candidate does not wish to list any, then the candidate may put None or N/A. |
| Candidate's Signature. | The candidate, not the agent or group, must sign and date in the assigned section, confirming that the information above is accurate and correct. |
| Candidate Checklist | This is both a checklist to confirm that the candidate or agent/group has provided all the necessary information. This section must be completed in order for the filing to be accepted. |
All the information listed above must be filled out and completed for it to be accepted. If any information is missing then the county clerk's office will ask for the candidate or agent/group to complete it before it can be accepted and payment can be taken.
Optional Information
A separate document a candidate may include additional information in a freer format that allowed in the required information. This can a statement from the candidate about why there are running for the position, what they have done in the past while in other positions or this current position, or why they would be the ideal for this position, just to list some examples. A candidate may provide any information they wish about themselves or the position, however inflammatory content about another candidate or other persons may be rejected by the county clerk's office, and will be handled on a case by case basis.
The optional information section may be formatted by the candidate and the Marion County clerk's office will attempt to recreate such formatting in the final pamphlet however, the clerk's office may make necessary formatting changes in order to keep a consistent look for all statements, this can include changing font sizes, reducing or removing paragraph spaces. For the best results, provide a statement with very little to no special formatting. Standard formatting attributes such as boldface, all caps, centering, underlining, bulleted, and numbered lists may be used. Charts or graphics may not be used. Bullets do not count towards the word count. When available, we add hyperlinks to web addresses. Full paragraphs that are in all caps, all bold face type, or all italics are not allowed. The clerk's office will never edit any wording within a statement, only changing how the statement is formatted.
As stated on the form, the optional information is not required to be included, but it is highly recommended.
Word Count/Format
The combined total word count for 'Required' and 'Optional Information' must not exceed 325 words/numbers. Please count your statement to ensure that your word count does not exceed the 325-maximum word/number limit. The Marion County Clerk's office will not print more than 325 words/numbers for a statement.
The 'Required Information' headings which include "Occupation," "Occupational Background," "Educational Background," and "Prior Governmental Experience" must be a part of the statement. These eight words do count towards the maximum word count of 325. Generally, any text or number with white space around it counts as a word. Hyphenated words that are listed in a dictionary as one word and can be used either with or without a hyphen will count as one word. All other hyphenated words will count as more than one word.
The Marion County Clerk's office will not correct errors in spelling, punctuation, grammar or syntax. No corrections to these errors will be allowed after the filing deadline. Please proof your submission before filing. 5. If the material in the statement violates the provisions of ORS 251.415, the material in violation will be rejected.
If possible, the Marion County Clerk's office will notify the furnisher of any errors or rejections, within reason. If an amended version of a filing is not submitted to the clerk's office by the deadline at 5pm, then, if rejected, the statement will not be printed, but the final ballot title will still be printed in the pamphlet. If over the word count is over and an amended version is not received then the clerk's office will cut the content off at the 325th word.
Portrait Requirements
A portrait of the candidate may be included with a statement. It is not required by highly recommended. The portrait mill be reduced to 1 & ½ inches by 1 & ¾ inches, and be printed on newsprint in black and white.
To provide a portrait, please provide at list on digital copy in a standard file format (PNG, JPEG, TIFF, PDF). This file can be emailed to the county clerk's office at
elections@co.marion.or.us, or provided on a USB drive, CD/DVD, or data medium. Please also provide a physical copy of the photo to be submitted with your filing. This may be a print of the digital photo. Digital copies my be at a minimum of 300dpi.
Ensure that the photo provided is no older than then four years old, and a recent photo is recommended. The photo should only show the face, neck, and shoulders. Nothing below the shoulders shall be show in the photograph. A candidate may not wear a hat, sunglasses or any other articles that cover their face. The portrait may not include any clothing, jewelry, or other articles that may be construed as showing membership in any organization (e.g. a uniform, judicial robe, hat, lapel pin, etc.).
The background of the portrait must be plain or blank or possible. No texture background like paneling, wallpapers, windows, books, flags, etc.
Any portraits that to not meet these requirements may be rejected, cropped, or otherwise altered to meet the requirements. The cost of this editing may be charged to a candidate at the hourly rate of the processing staff member. Any photos must be submitted by the deadline at 5pm, or a statement saying "No Photo Submitted" will be showing in place of the candidate's photo.
Filing deadline
An original typewritten MCVP-01 must be received in the Marion County Elections office by 5 pm on the filing deadline as referred to on the important dates of the page for the current election. The filing must be signed and the appropriate fee paid. Postmarks do not count. No changes will be allowed to a 'Candidate Statement,' including 'Statements of Endorsement' (MCVP-02) and/or portraits, after the 5 pm deadline.
Early filing offers more opportunity for Elections staff to notify you of any issues with word count, endorsements, and/or portraits. Filings that are unsigned or received after the 5 pm deadline will not be accepted.
It is recommended that the candidate email the text (Word or Text format) of the 'Required' and 'Optional Information' to the County Elections office at elections@co.marion.or.us. Both printed and emailed copies must be exactly the same. If there are discrepancies, the signed print version verbiage provided will be used for the Voters' Pamphlet production. Counties produce their own individual County Voters' Pamphlet but not all counties produce one. If the candidate's jurisdiction/district is located in more than one county, a separate form prescribed by that county must be filed and the fee paid, by the deadline, in each county where the statement is to be printed.
Endorsements and Quotes
Please refer to the "Providing an Endorcement" instructions for details on having someone provide an endorsement for a candidate.
Amendments
An 'Amended Statement' or different portrait may be submitted until 5 pm on the fi ling deadline. If a 'Candidate Statement' is amended, a new completed and signed MCVP-01 form to be submitted with the 'Amended' box marked. Amended MCVP-01 forms and 'Optional Information' may be faxed or a scanned copy e-mailed to the County Elections office, but it must be received by 5 pm on the filing deadline. No additional fee is required. No changes will be permitted after the 5 pm deadline.
Filing Fee
The fee for a candidate statement will depend on the district that the candidate is running for. Please review the
Fee Listings page for a list of all districts and their associated fee. In general the fees are broken down as such:
- $25 – Districts with fewer than 1,000 voters within the county.
- $50 – Districts with 1,000 – 9,999 voters within the county.
- $100 – Districts with 10,000 – 49,999 voters within the county.
- $300 – Districts with 50,000 or more voters within the county.

Providing and Endorcement
Endorsement Form
If a quote or name of an endorser is to be included in a candidate statement or measure argument, then an endorser must complete and sign an MCVP-02 form and have that form submitted with the MCVP-01 Candidate Statement Form or MCVP-03 Measure argument form. This must be completed and signed by the endorser, not the candidate or a furnisher.

| Candidate Statement/Measure Number | If endorsing a candidate, then check the Candidate Statement box and provide the candidates name as it will appear on the ballot. If endorsing a measure argument, then provide the measure number of the measure being augured and the furnisher of the argument. |
| Option 1 –Determined by Filer | This option gives the candidate or furnisher to only include the name and organization (if any) of an endorser in their statement. The endorser must provide their name, and if they wish to include an organization the name of that organization. They then must check that they consent to the conditions and sign. The endorser only need sign this section, and the other option may be left blank. This name will count towards the total word count. |
| Option 2 – Reproduction as Designated by Endorser | This option requires the candidate or furnisher to use a specific statement in association with the name and organization of an endorser. The endorser must provide the name and associated organization (if any), and then they must provide a quote to be used in the statement or argument. The statement must be reproduced exactly as written with not alterations by the candidate or furnisher along with the name of endorser. The candidate or furnisher may not use the name or quote of the endorser separately. The quote and name will count towards to the total word count. |
A name or quote does not have to be used if a candidate or furnisher chooses not to, but a form must be provided in order to use a quote or name. A name and quote may be placed anywhere within the optional statement of a candidate statement, or measure argument. If a quote is used than the name of the endorser of the quote must immediately follow the quote.
If a previously publicly disseminated quote is used, no MCVP-02 form is necessary. The quotation must have been disseminated to the public prior to its inclusion in the MCVP-01 or MCVP-03 and the quotation must be identified ed in the MCVP-01 or MCVP-03 by its source and date of publication/dissemination. If such a quote is used then is must be formatted in the following fashion: Name (if applicable), Newspaper Name or Magazine Name or Book Title, Date of Publication; Author Name (if applicable), Website (www.electionquote.com), Date of Posting.
If a name of quote of a person is used but an MCVP-02 form is not included, then the statement or argument may be rejected and refunded, or the names or quote removed with acknowledgment from the candidate or furnisher.
The State of Oregon SEL 400 may be used if accidently filled out by an endorser, however the MCVP-02 form is strongly encouraged.
Providing a Measure Argument
Before filing a measure argument, the final ballot title must have already been submitted with the Marion County Clerk's Office. The clerk's office is unable to accept and argument before the final ballot title has been submitted.
Contact and Furnisher information

| Order Number | If multiple arguments are submitted and a specific order for these arguments are intended, then number the arguments from lowest to highest in order and they will be published in that order. If there is no order then they may be left blank. |
| "This information furnished by" | The name of a person, the person submitting or creating the argument must be provided, this cannot be an organization. If an organization is helping to pay or furnish the argument, then that name may be listed in the provided space. |
| Contact information | This must be a person who is authorized to make any changes if it becomes necessary. This may be the furnisher or any authorized person. An email and phone number must be provided. |
| Filer Checklist | The furnisher must complete this section to confirm that they have all required materials and are under the word count for the argument. |
| Signer information | The furnisher must provide their name and signature with the date of signing. If multiple people have furnished this argument, then they may also provide their name and signature on the provided lines. Only three persons may sign the form. |
Argument
The actual text of the argument must be provided on a sperate document. The maximum word count for this argument is 325 words, but otherwise may include any information that the furnisher wishes to add. The clerk's office may reject an argument or ask for changes depending on the content of the argument. Specifically, pursuant to ORS 251.415, the county clerk shall reject any statement which: Contains any obscene, profane, or defamatory language; Incites or advocates hatred, abuse, or violence toward any person or group; or Contains any language which may not legally be circulated through the mail. Otherwise there are no restrictions to what an argument may contain.
For the best and quickest results, the clerk's office recommends emailing a digital copy of the MCVP-03 and Measure argument text AND physically providing a copy to the clerk's office.
Argument Fee
The fee for a measure argument will depend on the district that the measure is for. Please review the
Fee Listings page for a list of all districts and their associated fees. In general the fees are broken down as such:
- $100 – Jurisdiction with less than 1,000 eligible voters in County.
- $200 – Jurisdiction with 1,000 - 4,999 eligible voters in County.
- $250 – Jurisdiction with 5,000 - 9,999 eligible voters in County.
- $350 – Jurisdiction with 10,000 - 24,999 eligible voters in County.
- $400 – Jurisdiction with 25,000 or more eligible voters in County
Filing by Petition
If a furnisher wishes to avoid paying the filing fee, then they may file by petition, using the MCVP-04 form to collect signatures. This must be pre-approved by the county clerk's office before circulation and must meet the required number of signatures in order for the petition and argument to be approved.

Providing an Explanatory Statement
Providing an Explanatory Statement
These instructions are generally meant for districts and cities providing measure to appear on the ballot.
Measures will also appear in the county voters pamphlet at no cost to the submitting jurisdictions. These may also be accompanied by an additional explanatory statement that will only appear in the voters pamphlet. This allows for jurisdictions to provide additional information about the measure and it's results.
This should not be confused for a measure argument, explanatory statements should strive to remain impartial and only provide additional information about measure being put before the voters.
In order to submit a statement an explanatory statement, the jurisdiction must provide an MCVP-05 form with their final ballot title when submitted to the county clerk. The measure number will be assigned upon receipt of the final ballot tile, but all other information must be filled out before submitting. It should then be signed by the jurisdictions election official.
Statement Text
The form provide a space to type the explanatory statement, however the text of the statement is not required to be typed within the form itself. Jurisdictions may just type "See Attached" and provide an additional document instead. This "See Attached" will no count towards the final word count.
